SPEECH OF HONURABLE GOVERNOR PUNJAB AND ADMINISTRATOR, UT CHANDIGARH, SHRI BANWARI LAL PUROHIT ON THE OCCASION OF LAUNCHING OF mPassport App AND DIGITALISATION OF PASSPORT VERIFICATION THROUGH ‘mPassport App’ ON JUNE 16, 2023 AT CHANDIGARH SECRETARIAT

It is a pleasure to be  at the launch of the mPassport App and the Digitalization of Police Services in our region.
This event marks a significant milestone in our journey towards a more efficient, transparent and citizen centric policing system.
In this digital age, where technology has become an integral part of our daily lives, it is imperative for our law enforcement agencies to adapt and embrace the advancements that digitalization offers.
The mPassport App, developed by the Ministry of External Affairs, is a unified platform that will facilitate speedy passport verifications in U.T., Chandigarh.
All passport verifications in UT Chandigarh, which were earlier being done through paper mode, will now be done online. 
32 Dedicated officials have been posted in all 16 police stations for this purpose. 
All officials have been allotted Tablets/Phones for this purpose. Physical verification will be done through the devices by clicking photo of the applicant, uploading necessary documents online, on the spot. 
This will drastically reduce the paper use as well as speed up the verification process. 
I am also proud to announce that four other crucial services i.e. Character verification, Employee verification, Tenant verification and Servant verification, that were partly offline, have now been completely digitized and made available online.
Now, all 15 Police services to Citizens of Chandigarh, have been digitized.  i.e.

5. ICMS Complaint Registration

8. Tenant Verification

12. Accident Report
13. Sr. Citizen Registration
14. Sr. Citizen Vehicle Sticker
15. And Differently disabled Vehicle Sticker service 
As we all know, the digitalisaiton of Chandigarh Police Services goes beyond the mPassport App. We already have integrated cutting-edge technology into our operations, including a robust network of surveillance cameras, intelligent traffic management systems and crime analytics tools 
I am sure the new digitalization initiative will enable our law enforcement personnel to perform more effectively.
I would like to take this opportunity to commend the entire team behind implementation of the mPassport App and the digitalisaiton initiatives. Their hard work and dedication have made this transformative leap possible.
However, we must remember that technology is merely a tool; it is the human element that truly makes a difference. The success of the mPassport App and the digitalization efforts will depend on our collective commitment to utilizing these tools responsibly and efficiently.
As we move forward, let us not forget that technology cannot replace the importance of human interaction and empathy. Our police force will continue to serve as the protectors of law and order in our society. The digitalization initiatives will only augment their capabilities, enabling them to perform their duties with even greater efficiency, integrity and professionalism.

Police is the most visible organ of the government. When the police force commands trust of the people, it enhances the image of the government. The police will command respect and trust only when the entire force, to the last constable, displays alertness, sensitivity and honesty.
As the representative of your force, you have to keep in mind and demonstrate through action, the five fundamental attributes:
Integrity, 
Impartiality, 
Courage, 
Competence and Sensitivity
Police forces have to be partners in progress of the country and transformation of the society.
The last person, the most deprived person, the most vulnerable person, that person should be at the centre of your concerns. You should be sensitive to the plight of the voiceless. You have to ensure that an illiterate poor man living in a remote corner of the city, gets sympathetic support at the local police post.
Rashtrapita Mahatma Gandhi had written, and I quote “My life has been an open book. I have no secrets and I encourage no secrets.” [Unquote]. So, Remember transparency and friendliness demonstrated by police officers will get talked about among the people. It is said that the real worth of a person is determined by what he does when nobody is watching. 
Let me add to this and say that, everything big or small that you do, will come to be known to everyone. Imagine that you are living in a glass-house and let your life be like an open book. Try to fill the book of your life with your own stories of compassion, helping the underprivileged, earning the love and support of the people, yet being firm and decisive. Let the criminals tremble with fear at the very thought of the police. But, at the same time, let the common citizen look at the police as a friend and saviour.
In line with our national priorities, Women have to play a major role in achieving the targets we have set for ourselves during the ‘Amrit Kaal’. It is very rightly said that when you invest in a woman, the woman invests in everyone else.
Larger participation of women in every sphere must be promoted. It is good to see that Chandigarh Police has a reasonable number of female police officers. I have been told that in Scandinavian countries, women constitute nearly thirty per cent of the police force. It is a fact worth highlighting that the Scandinavian countries, having the largest average women representation in the police, are also among the top-ranking countries in terms of Human Development Indices.

I emphasise that women in leadership positions, like the lady police officers sitting here, should always help other women, especially the vulnerable. In fact, if every woman stands up for the weaker ones among them, the society will experience a great transformation.
Congratulations on the launch of the mPassport App and the digitalization of Chandigarh Police Services. 
This signifies a new era of Citizen Centric Policing. With technology as our ally, we can create a safer, more secure, and more prosperous Chandigarh for generations to come.
May our journey towards progress and digital empowerment continue.
