SPEECH OF HON'BLE GOVERNOR PUNJAB AND ADMINISTRATOR, UT CHANDIGARH, SHRI BANWARILAL PUROHIT ON THE OCCASION OF RAISING DAY PARADE 2021 AT CHANDIGARH ON NOVEMBER 18, 2021.

It gives me immense pleasure to be present here on the occasion of the Raising Day parade of Chandigarh Police. Since its inception in the year 1966 the Chandigarh Police has earned a reputation for itself for being a force that is known for its integrity, commitment, excellence, accountability, fairness and professionalism. From a meagre strength of 1647 men and women, Chandigarh Police has grown over the years in strength and as of date it has more than 5700 members. Similarly, work has also been increased manifolds.

Since the day I took over the charge as Administrator UT, Chandigarh, I find that Chandigarh Police has been playing a key role in keeping the city beautiful a model city and safest city to live in.

I am very happy that in the changing environment, the Chandigarh Police has made radical changes in the way they are working. On this occasion, I would like to mention some of the commendable work done by the Chandigarh Police.

I am happy to announce that 7 Inspectors have been given 'Look after' charge of Dy. SP which will improve morale and motivation of the force. Chandigarh Police has also given Regular Promotions to 10 Sub Inspectors to the rank of Inspector, 150 Astt. Sub Inspectors to Sub Inspector, 128 Head Constables were promoted as Astt. Sub Inspectors.

Local Rank Promotions has been given to 37 Inspectors, 11 Sub. Inspectors, 508 Astt. Sub Inspectors, 183 Head Constables and 06 appointments have been made on Compassionate ground.

I appreciate that the Chandigarh Police has allotted 242 different types of Police Pool Houses to Police personnel as per seniority and to personnel having urgent medical problems.

Besides, this Chandigarh Armed Police (CAP), Complex project is also in progress. Under this project construction of 1560 different types of Police houses is proposed out of which construction 336 houses has been completed and the same will be allotted to Police personnel very soon. Total approximate cost of the project is around Rs. 285 crores and would improve the housing satisfaction level of lower subordinates considerably.

Chandigarh Police has recently signed MOU with HDFC Bank regarding salary accounts of the police personnel with additional welfare benefits such as:-

  • Personal Accidental Death Cover upto Rs 70 Lacs.
  • Partial or Total Disablement cover upto Rs 50 Lacs.
  • Child Education benefits upto Rs 1 Lakh per year for 4 years to dependent child in case of accidental death of employee.
  • Scholarship of Rs 3 Lacs per year to meritorious wards of Chandigarh Police.

Setting up of ?Chandigarh Cyber Policing and Research Directorate? by Chandigarh Police, is also under way with the latest Cyber Technology and Research Centre to deal cyber related incidents in the state.

In today?s information age, Police Stations must also be empowered to deal with Cyber Crime matters at Police Station level to overcome burden of Cyber Crime Investigation Cell/Cyber Police Station. Recently, the Chandigarh Police has set up Cyber Desk in all Police Stations to deal specified Cyber offences.

Under the scheme of Cyber Crime Prevention against Women & Children (CCPWC), Chandigarh Police has set up a Cyber Forensic Lab at RTC, Police Lines Sector 26 Chandigarh, which contains various tools related to cyber forensic for training purpose. A Training calendar for police officials in various units has been scheduled and total 250 police officials have been trained in cybercrime forensic.

Chandigarh Police in its community outreach initiative to inculcate Cyber Hygiene and spread cyber awareness seeks to associate students from esteemed colleges/institutes to be a part of Cyber Swachhta Mission, UT, Chandigarh.

Last month (October-2021) was celebrated as Cyber Awareness Month by Chandigarh Police, on the Guidelines of Government of India(GOI), in which various activities (i.e. celebration of Cyber Jagrukta Diwas at MCM college, Essay/Quiz/Painting Competitions for school students, Awareness of citizen of Chandigarh about Cyber Crime) was performed to bring awareness to the Citizens. Chandigarh Police also successfully organised a Hackathon event in association with Infosys on 12th & 13th November 2021, in which students from colleges of Chandigarh, Punjab and Delhi participated and presented innovative technical solutions to policing problem. I appreciate this effort of Chandigarh Police to involve young minds in solving Police problems.

Chandigarh Police is going to start Cyber Internship programme in collaboration with Infosec Consortium and Tech Mahindra Foundation. The students from Punjab Engineering College, Mehr Chand Mahajan DAV College and University Institute of Engineering and Technology & other Departments of Panjab University are to be a part of this programme.

I appreciate the community policing and e-Governance initiatives undertaken by the Chandigarh Police and would urge the police department to take more and more service to the door step of the resident. A system has been established in Chandigarh Police to promote healthy police-public interactions and to get a feedback for regular analysis of efforts made.

It is a matter of great satisfaction to witness such a high standard parade displayed by the police officials and I congratulate all those who have taken part in the Parade.

On this occasion, I would like to appreciate the efforts and hard work put in by all the members of Chandigarh Police for providing a crime-free and peaceful environment to the citizens of Chandigarh.
